That local change is a good reason to check the scope of a planned roof replacement before signing a proposal. It does not mean every roof replacement suddenly requires a permit. See the city’s building-code update and residential construction FAQ.

Start with the material and scope

Mesa’s FAQ says a roof may be replaced with the same material type or better when the manufacturer’s instructions are followed. Ask your roofer to specify the existing material, the proposed system, underlayment, flashing and ventilation work, and whether deck repairs or a material change alter the project scope. A simple surface replacement and a larger structural alteration may need different review; confirm the project’s actual permit requirements with Mesa Permit Services.

Historic homes need an extra conversation

The city expressly notes that Planning approval is required if the home is historic. Before ordering materials, check whether that applies to your property and whether visible roof details need review. Mesa lists Planning at 480-644-4726 and Permit Services at 480-644-4273 on its FAQ.

Keep a useful record

Ask for a written scope identifying roof areas, product specifications, and how penetrations, transitions and drainage will be handled. Keep the manufacturer’s installation instructions and final project documents. If the work is an emergency repair that requires a permit, Mesa’s FAQ says to submit the permit application by the next business day.

Need an assessment of your Mesa roof before you choose a scope? Contact Apex Roofing Systems to discuss what an inspection found and what a proposal should address. City staff, rather than a blog post, can determine requirements for your exact address and project.

Local sources: City of Mesa Building Code; Mesa Residential Construction FAQ.

Mesa’s 2026 building code and residential roofing FAQ give homeowners useful questions to settle before a reroof, especially for historic properties.

[25

post-2879","post","type-post","status-publish","format-standard","hentry","category-mesa
["GET
