Scottsdale’s roof repair grant: who qualifies in 2026 and how to apply

A steady rain like the one that brought a flood advisory to Scottsdale on October 22, 2026 is often when a tired roof starts to leak. For some households, the city can help pay to fix it. The City of Scottsdale runs a Roof Repair and Replacement Program that offers a one-time grant of up to $25,000 per household, paid from federal housing funds. Here is what the city’s program page says.

What the grant covers

The grant is for roofing that threatens health, safety or welfare, or the home’s immediate livability. The city limits it to leaking roofs and roofs that are severely deteriorated or structurally dangerous. The city’s Rehabilitation Coordinator decides whether a roof meets that standard. Cosmetic and luxury work is not eligible.

The city also runs an Emergency Repair Program, up to $15,000 per household per year, for problems that affect immediate livability, such as no running water, electricity, or heating and cooling.

2026 income limits

The programs use federal HUD money for low- and moderate-income households. Gross annual household income must be at or below these limits, effective June 1, 2026. The city notes that being even $100 over does not qualify.

  • 1 person: $62,950
  • 2 people: $71,950
  • 3 people: $80,950
  • 4 people: $89,900
  • 5 people: $97,100
  • 6 people: $104,300
  • 7 people: $111,500
  • 8 people: $118,700

Ownership and occupancy rules are in the program guidelines posted on the city’s page. Read them before you apply.

Before you sign anything

  • Costs you pay before you receive assistance cannot be reimbursed. If you think you qualify, apply before you sign a replacement contract.
  • Applicants go on a waiting list and are interviewed when they near the top. The city may give priority for an urgent medical need supported by a doctor’s letter.
  • Program staff bid the work to licensed general contractors. You may suggest a contractor, who must also be licensed. The city is not a party to the contract.
  • If water is coming in while you wait, ask program staff how they want you to handle an urgent temporary fix.

How to apply

Apply online through the city’s Neighborly portal, linked from the Housing Rehabilitation Programs page. You can also call the Community Assistance Office at 480-312-7156, Monday to Friday, 7:30 a.m. to 5 p.m. The office is at 6535 E. Osborn Road, Building 8.

If your income is above the limits

Most households will not qualify, and that is fine. The first step is the same either way: find out what is actually wrong. Our guide to roof replacement costs in Arizona explains the main price factors, and our notes on choosing a roofing company cover what to ask. On a tile roof, ask whether replacing the underlayment and reusing sound tile is an option for your home.
