San Tan Valley roof permits move to the Town on Nov. 1, 2026

Pinal County will stop handling building plan review, permits and inspections for properties inside the Town of San Tan Valley on Nov. 1, 2026. New applications go to the Town instead. SanTanValley.com reported the change on Oct. 11, citing the county Development Services notice of Oct. 1 and the Town staff report for its Oct. 7 council meeting.

This replaces the earlier timeline. When we published our September permit checklist, the published agreement had the county handling building permits through Dec. 31, 2026. That end date has moved up by two months.

What changes, and what does not

  • Inside town limits, new applications from Nov. 1 go to the Town. The Town staff report says its permitting system is operational, with consultants helping on plan review and inspections.
  • Work the county already started stays with the county. Plans submitted before Nov. 1 are processed there until they are complete.
  • The unincorporated San Tan Valley area does not change. Pinal County still handles building permits there.
  • There is a two-month window on codes. From Nov. 1 through Dec. 31, applicants can submit under either the Pinal County building code the Town adopted or the Town’s own technical codes. From Jan. 1, 2027, new applications must follow the Town Code.

According to the same report, the Town had not posted step-by-step instructions for Nov. 1 submittals as of Oct. 8. Check the current process before you file.

What this means for a roof project

This news does not say which roof jobs need a permit. That depends on the scope of work and the address, and the office that will review it is the one to answer. What it does change is the timing and the paperwork for anyone planning a reroof this fall.

  • Confirm which side of the town line you are on. A San Tan Valley mailing address does not settle it. The SanTanValley.com interactive map shows where an address falls.
  • Ask where and when the application is going. If a permit is needed and filing will happen close to Nov. 1, ask your contractor which office will receive it and on what date.
  • Ask which code the plans follow. For filings between Nov. 1 and Dec. 31 there is a choice. After Jan. 1, the Town Code applies to new applications.
  • Keep the record. Save the permit number, the issuing office and the final inspection sign-off with your roof records. A future buyer or inspector may ask which office approved the work.

Questions about a project inside town limits can go to the Town of San Tan Valley at 623-462-5650. If your plans are already with the county, Pinal County Building & Safety is at 520-866-6405. The Town already runs an online Citizen Access Portal for zoning clearances.
